The line for Miami Center and Jacksonville Center goes right over the top of MCO, Aircraft departing to the south would be going to MIA CTR. However if JAX_CTR is online, but no MCO controllers are on, all departures should contact JAX_CTR for clearance, taxi, etc. The following diagram, provided by ZJZ ARTCC, shows the areas owned by MCO_APP, DAB_APP, and the line between JAX_CTR and MIA_CTR
